The Haut-Richelieu was incorporated by letters patent on 1 January 1982 following the decree issued 3297-81 December 2, 1981. She succeeds at three county corporation. (Excerpt letters patent).

At its inception, the MRC du Haut-Richelieu included 23 municipalities issuent three county corporations which preceded the creation of the MRC is:

• the Corporation of the County of Saint John
• corporation County Iberville
• Corporation of Missisquoi County (part)

The first meeting of the Council of the Haut-Richelieu held January 13, 1982. The mayors sitting at the first organizational meeting were:

During this first meeting, members elected Mr. Rene Charbonneau post of Prefect of the Haut-Richelieu. They have appointed Mr. Edouard Bonaldo as a deputy warden and Mr Bernard Larocque as secretary-treasurer.
